Help Desk- Adding a CC

The Help Desck allows adding a cc to a ticket, but only gives a choice of people that have already sent a ticket (or general users )  is there a way to simply add a CC to a helpdesk ticket when it is a ‘new email’  ( I was expecting under the search an ‘add new’ option )
