Prevent bulk emails on changes

Hi. As project lead for many projects, I sometimes need to make bulk changes to issues.  These changes result is massive email notifications going out to users (based on assignee, commenter, etc).  What is the best practice to prevent this?  So far the only way I know how is to disable email for the entire server.  This is not desired.
