Thank you for reporting this, it's a bug. I've reported an issue http://youtrack.jetbrains.com/issue/JT-21647 , you are welcome to watch for it.
First day of the week shoud be chenged according to the locale you've set as a system language. For example, if you set Russian as a system language, Monday should be set as a first day of the week on Agile calendar.

Was this ever fixed? http://youtrack.jetbrains.com/issue/JT-21647 doesn't work for me, and I can't find the setting.

Can you guys at least allow selecting English - UK as locale? This will make Monday first day of week.
