All new users are banned?

Incloud version 6.0

Ever since we were migrated to youtrack 6, we cannot add new users.  The user can login to the "hub" but cannot login to Youtrack"

Old users have this under Logins (where you see auth methods for the user)
Hub imported from service YouTrack

New users only have
Hub

When the new user attempts to login to https://myhost.myjetbrains.com/youtrack the server replies "user is banned"
If you look them up.. they are not banned

When the new user attempts to login to https://ioffice.myjetbrains.com/hub they get in, but have no access to actual projects just meta info about projects.

Can anyone shed light on this problem?
