Default Dashboard
I'm looking to modify the default dashboard presented to users that are not logged in. Additionally, I want to set up the dashboard that is assigned to new users.

Currently, dashboards are available only per user. What you are asking for could be set up within shared dashboard. This option is not available at the moment. This option will become released within external Hub https://www.jetbrains.com/hub/help/1.0/Gettings-Started-with-Hub.html , this Spring (roughly).
Me too. We are using a local install of v6.5 (build 16953) and would like to use the Guest Dashboard as a comms tool for project stakeholders without access.
Can this be done? I assume you could amend the permissions of the guest account to make the updates, then revert them back to Observer, but this would be a total faff!
