Is it possible to move the attached files back to the top of the ticket body?

Sadly, it's not possible by design.
May I kindly ask you, is it only because of your developer is not satisfied with new usability or because of other reasons/critical use cases?

Just because it makes it quicker to find the attachments.  It's really not that big of a deal but if it were possible, it would make a few people happy.  We also had some folks unhappy that the ticket field details had moved from left to right but were happy to see it was an option.
