Storing metadata for an issue (without private fields)?

Is there a way to store metadata within a ticket without using private fields which still show to higher level access users?  I'm talking metadata that would help a workflow accomplish certain things by tracking state info... 


for example, I'd like the ticket to know who the previous assignees were... so i can automatically reassign back to last user of certain group/role.


is anything like this possible?
