Link to Issue with title

Within an issue I want to link to other issues

 

PROJECT-1 

but what I want to see is the issue number and its title as the number doesn't give enough context,  so I'd get something like...

PROJECT-1  Implement Diagnostics for FooBar

and the whole thing would be a link to that issue
