bug? Giving visibility of an issue to a user is not showing them commit entries

We have certain issues which we assign visibility to someone on another team (manually). They can see the issue and add comments, but they can't see the commits that are posted or add any commits of their own.
They have the same permissions (Developer) as all the people on the team who can see the issue by default and who can see/add commits.
Is this a bug or a setting somewhere?

Hello Sean!
When you're configuring your integration, you're setting the groups that can view the VCS changes ('Commiters' setting). You need to check if your users are in these groups.

I'm not asking about the voting (which we don't need in this case), but rather visibility of Git commits.

Where is the 'Committers' setting? I can't find that under Roles, nor on the Project page under VCS.
