Usually, fix versions and release versions are stored as custom fields and their values in YouTrack. You can learn about managing custom fields and sets of their values per project in our docs here:
you need to click the "Fix versions" field, then a panel will appear on the right (see attached screenshot). There, you should be able to add a new version, either for this particular project, or to all projects where this set of values is shared.
