Can't delete "Submitted" state

Hi everyone!
I'm trying to delete the Submitted status, but it always returns in a few days. What can be the cause of such behaviour?

Hello.

Can you please submit a support request via our form? We will need to look at your server logs, which we can check on our own if you are using YouTrack Cloud, or you can attach the server logs to your request if you are using YouTrack Server. Thanks in advance.
