Cannot create relates-to relatioship between issues from different projects

Would like to create a relates-to relationship between issues from different projects, but in the relates-to drop-down the only issues that come up are from the current project:

We've recently migrated to v7 (build 31322) and as far as I can recall we could connect issues from different projects in v6.
