User not receiving "@user" notifications

I'm the admin for a YouTrack project and a user is not receiving all email notifications. He is receiving notifications for items with specific tags.

He is not receiving emails when the "@user" is put into a comment.

Do I need to assign to him some specific permissions for this?

Notifications on mentioning snd via workflow. Please, check whether "jetbrains-youtrack-notifyMentionedUser" workflow is attached to target project
