Work items in workflows
Currently, it seems that there's no access to the work items logged against an issue within a workflow rule, but this is something that would assist us greatly.
Example scenarios:
* Enforce selection of a work item type when logging time
* Enforce entry of a comment for all or specific work item types
* Prevent editing of work items after invoices have been raised

I've searched high and low for an answer to this question. It appears that your observation is correct -- there is no way to access work items in a workflow. Pity, we want to do rules similar to what you want to do.
