Auto Add Subsystem
We have a lot of subsystems (and potential subsystems)... is it possible to create a workflow so that if the subsystem is not in the list it will be automatically created?

Sorry, but currently it impossible even with custom workflow. Follow up resolution of http://youtrack.jetbrains.net/issue/JT-10115.
Also it's possible to create new values via REST API, but for this you should somehow manually find issues and create subsystems for them.
