Other users cannot see attachment on an issue

Hello,

I was searching the forum, but couldn't find an answer for this.

One of the project admins for our YouTrack project has added an attachment to a couple issues. One example is:

Here are some screenshots of how it looks from the perspective of the user who submitted:

Is this a permissions issue?
