Ability to add work item for different user

Hi.

I was in need to add a time tracking work item for a different user.
The other user has indirectly helped working on the issue but is not actually able to access the YouTrack site to add the work item by herself.

Is it possible to pick a different author for a new work item?
Is it possible to change the author of an already created work item?
