How do I set the number of max online users?

We had a scenario where one person did not manage to log in to our hosted youtrack. I think it might be related to us hitting the number of max online users, 7 out of 7. How do I increase this to something larger? I see no reason to have a limit to it at all, where does it come from?

I've attached a screen of our telemetry where I found the number.

It think I realize what the screen just shows me. It shows the maximum number of users that has been online as a statistic, not how many that are allowed. It turned out that the problem was that the user had forgotten the password.
