"Request System" in YouTrack

I am currently evaluating YouTrack for our new project management and issue tracking solution.  There is one feature that I can't seem to find is a "Request System", similar to Bugzilla's: http://www.bugzilla.org/features/#rs

It's like having a tag with an associated user (and reports/queries against it).  

Is there such a feature in YouTrack?  Is there a way to mimic it?
