Attempt to upgrade to 6.5 broke permissions
I attempted to upgrade from 6.0 to 6.5 but had to downgrade to 6.0 build 12634 because all my projects stayed in "projectsold" and I was having problems with the dashboard and reporting. Now users that are "global admins" across all projects can not update the State of any projects not assigned to them. I have verified that global admins have the permission to update projects.

Also as a test, I logged in as root and disabled the Admin role permission of "Update Work Item"... Then I tried enabling it, but received a message indicating I did not have permission to do that. I thought root had all permissions. So I restored the database from my last backup.
