Creation of users in Admin panel (Feature Request)

It would be a lot more productive if the admin could just create users in the admin panel, instead of a simple link to the registration page (which then logs-off admin) ... and here have the ability to assign each user to a project and their roles/permission.  I'm still struggling trying to set up my environment with this (how to assign people to each project).  This is currently taking too many clicks to do it.

Or maybe I'm just missing something ...
