Cannot Use Attach Image From Clipboard

OHHHHHH, this is sooooo frustrating. It's time consuming enough submitting bugs when the whole process works correctly.

At some point, I had to re-create my Windows user profile. Now, I cannot use the Attach - Image From Clipboard feature. When I attempt to, I get this:

I click Install, and then I get this:

Any clues how to fix this?

I'm attemping to re-install Java now (it works for everything, EXCEPT IE.)
