Creating Tags

I am having issues with creating Tags in 2.2.1.  I am not sure if it is user error (which it could be).  Can I just create all of my tags and then assign them to the "type" of issue?  When I go to create a tag, I keep getting a "search" error.  I am trying to create a tag like:  add tag: {Tag Name}  (also tried add tag: "Tag Name").  Neither seems to work.  I also dont see a method for performing an edit on a tag (i.e., we have a "Watched issues" tag, and it cannot be edited (not sure if it is a built in tag, however).
