How 'Fixed in build' feature should work?

I was sure that YouTack-TeamCity integration should automatically set build number in 'Fixed in build' field of an issue after a successful build with the issue mentioned completed.
But it's not the case how the feature works and it's by design.

The documentation (http://confluence.jetbrains.com/display/YTD5/Configuring+TeamCity+Integration) doesn't help much. It's unclear for me when/who/how (if any) should update "Fixed in build" field.

How should it work?

In addition to JT-21175 information explain please what may be reason for "unknown command: Fixed"?
