Custom Order Not Sticking

Here's my scenario, using Chrome and Youtrack 5.1.2 in cloud

I have a saved search called "Steve's Big List" which is
"for:steve #unresolved sort by: state"

I drag issues in the list up and down and see a blue "custom order" bar. When I click on the saved search the custom order is no longer there.

Am I doing something wrong?
