Root password update not working

Hello,

I have an msi installation of YouTrack.  Online help shows how to reset the root password.  This is not working for me.  Other forum search shows to use
sc start youtrack -Djetbrains.charisma.restoreRootPassword=true  from command line.  This also did not work (stop service, restart service, login with root/root creds.  None of this works.
Please help!
