Hello!
How I can attach file like file (no link) in mail notification from comment.
My youtrack server not avaliable from public network and unregistered users can not download files at the specified link in the email.

Unfortunately, if user has no permissions to read the issue and its attachments, downloading the file is not possible. All attachments are stored in YouTrack database, so user should have sufficient permissions to the YouTrack instance.

I would like to attach files using the other (public) database for storing files. This can be done ?
Now we use the data warehouse Yandex Disk and insert the link in the email - but it is not comfortable. Maybe somewhere in the settings change the default database for files?

Adding third party database for storing files is not possible.
I think the approach you're following now- uploading attachments to Yandex Disk is most convenient in this case.
