Installing YouTrack - Error launching Configuration Wizard

I used the Zip install on a Win11 machine. When I try to run the Configuration Wizard in Chrome on the same machine I get the error:

Your Internet access is blocked

What might be causing this since the URL is to the local machine.

Hi! This doesn't seem to be related to YouTrack specifically. You could look into your firewall or other Windows security settings. If you have an antivirus installed, that could also affect things.
