Unable to Create Second Project in YouTrack Cloud Free License

I am using YouTrack Cloud with a Free license.

Currently, I have one project in my YouTrack instance. When I try to create a second project, I receive the following error message:

“Could not create project. Operation CREATE for Project is not permitted”

Could you please help me understand why this is happening and how I can fix it?
