Update:I gave up on the docker instance. No matter what combination of ports I used it would always fail with OPs error.Did the zip installation, went up instantly without a problem.

As far as I can tell, there's no way to enable the docker file to use a built-in TLS (during setup at least). I'm going to set up non-TLS for now and either go reverse proxy or set it up later.Like...
