Adding a tag from the ticket is impossible for some users

This is not easy to explain but I will try to be as precise as possible.
I have users who can see and add tags to tickets from the "Issues" page (see image)
BUT this is impossible if they go inside the ticket. The button to add a tag is not present at all.
How is this possible?

Can you share the complete list of permissions such users have in the projects these issues belong to? Permissions are stored as roles, so you can check in the project settings which role any such user has and thus see their permissions in the project. Thanks in advance.
The users with the problem are in a group with the role "Reporter" in the project.
"Reporter" logically has the right "Read Issue" which is the sufficient right to add tags according to the documentation.
What is strange is that you can add tags from one place but from another.
Thank you for your reply. It appears this is a known bug: JT-71425. Until it is fixed, the user will need to have a role in the project with the Update Issue Private Fields permission to be able to add a tag from the single issue view. Apologies for the inconvenience.
