The card creation dialog and the card itself are different UI elements, so it's expected that they have different styles (for example, the font size also differs). As of now, we don't plan to make the titles bold on the cards themselves, though it might be reconsidered in the long term.
Yes, we have a public issue tracker at https://youtrack.jetbrains.com/issues/JT where, among other types of issues, you can see and submit public feature requests. However, it's preferable that you share your requests with our support team first since we have more context and details about potential changes. Then we can submit it on your behalf and share the link with you. This way you won't waste your personal time submitting features that for one reason or the other won't be implemented.
Your suggestion has been discussed with the design team. Such a change won't be applied in the near future, hence no feature request at the moment. In the future, when we eventually fully overhaul the representation of the agile board, it might become relevant if not implemented.

Little change with big UI/UX impact. It would add immediate value for little investment, as obviously it would help with readability.
