Increase the number of max CCs for HelpDesk

I can't comment on the original issue, but I occasionally require at least 15 CCs for e-mail with cross company coordination.

I understand, but we are on a self hosted instance. I think in such a case the limit should definitely be configurable, but I couldn't find a related option.
