Pls, check permissions, granted to groups, in which desired user is included (first of all, All Users and Registered Users).
If you're using default installation, then Registered Users group must have Read Issues for all projects. I beleive, revoking this permission will solve the problem.

I´ve got the same problem, but this procedure doesn´t solve the problem. The 'All Users' group has no role assigned. If I try to assign the role 'Developer' to 'mygroup' and choose the 'Edit' operation of this role, I´m able to select 'myproject'. But when I submit with 'OK', nothing has changed: the role 'Developer' of the group 'mygroup' is still assigned to 'All Projects'.
ok, problem solved: If there´s just 1 project registered, the selection to 1 specific project has no effect. If there are more projects registered, the selection of 1 specific project, the 'Projects' column of the role tab displays '1 project' instead of 'All projects'. It doesn´t make sense in my opinion, but finally it works ;)

Yes, it's possible:
1. Go to Administration -> Users
2. Find user and click on it
3. Open User Own Roles tab
4. Click Assign Role
5. In opened dialog select role and projects
As a result user gets selected role for selected projects only.
You can do the same for group of users: Administration -> Groups -> Group -> Roles

I just tried that, but unfortunately this does result in the desired
behaviour. The user is still able to see all projects and all issues. It
seems to me that specifying "User Own Role" limits only the way a user
can interact with a project and not the visibility.

The problem was in the permissions of "ALL USERS"-group. There were all
projects mapped. Unfortunately there is no way to hide all projects from
this group (if no project is selected than all projects are visible).
So after selecting a project for all users, this issue is solved.

To hide all projects from group All Users, simple unassign all roles, assigned to this group:
Admin->Groups->All Users->Roles->Unassign
