How can I change the project name and ID?

I get the following error when I try to change the project name:

No access rights for event [l.E.EditProjectMain.saveProject:click]

Is it illegal to change the name or id?

I logged out as super user and logged in as the project lead and it allowed me to change the name - but when I tried to change it again - I got the same error.

Then, when I logged out and back in as the super user, I saw the original name and now I get the error whenever I try to change the name with whichever user I login as.
