Developers can't see "Silent Apply" button

Users should have 'Update project' permission. Please, refer to Administration>Roles, click on any role and have a look at Update project permission with its description.

I was looking in the roles permissions, but missed that "Unlocks "Silent Apply" button in command dialog" sentence.

I would have preferred to simply have a permission for that button, rather than giving full "Update projects" permissions, but it's fine anyway.
