How to get notified on everything
I would like to receive an email whenever anyone creates issues, comments on issues, or does anything else. Is there a way to do that?

First of all, you should enable all notification at the user profile page (Filter and Notifications).
Using saved searched you can be notified about any activity in YouTrack. Type one, save and activate it at the profile page.
For example, assigned to: {no user} state: Submitted can help to get notification about new issues that have been created.

I didn't realize that the "Saved Searches" table in the "Filters and Notifications" screen was about getting notified on saved searches. Everything makes sense now.
