How can I search or filter for Visible to: All Users

I want to search for items that are Visible to All Users or Visible to Developers. I cannot find a way to do this.

you can use a search request like visible to: {All Users}

I cannot make this work. I do not get anything close to the correct results from this search.

Margaret, sorry for misleading you. It will be available in the upcoming 4.2 release that is planned on the mid. of February. So you should wait for several days.
