Lock "Fix Versions" to Reporters

I suggest you to make 'Fix version' field private and delegate 'Update private fields' permission to target users only (Project lead and Developers). All the rest users (I guess in your case it's Reporters group) shouldn't have this permission in scope.

I'm trying to do that, but each time I try to edit this field, either I do it globally (from Custom Fields) or per project, I get "This field will be cloned for selected projects and should have a unique name".

I don't want to change the field name. All projects have "Unscheduled" value in the value bundle and the field itself (not the value bundle) has, or must have, the same properties.

So, perhaps I messed with the field settings (I'm still getting used, sorry).

What should I do?

I really can't allow reporters to set this field (and probably others), so please help me finding what's wrong in my setup and what is blocking me from setting the field as private, or, as a matter of fact, from adding new values to other fields, as both issues seems quite similar to me.
