Banned users are still allowed in assignee field

As the title says, I am able to open new issues, and assign banned users:

 

 

I can create this issue without any problems.

Expected: Banned users are still present in tickets already created, but not available in issue creation. 

Error occured after updating our YouTrack from 2021.4.36872 to 2024.1.28928
