None of timer workflows work.

I've added both In Progress Timer and Stopwatch Timer workflows to the demo project. Fixed the setup. None of them work. In both cases, start timer rule is triggered properly but stop timer is not triggered. No work item is added. How to fix this?

Also, can the workflows be updated so that if the status for one task is switched to “In Progress”, all other in progress tasks are put on “Paused”?
