Where may I set localized names in different languages for custom fields?
Is there a way so supply localized text blocks in an online form?

Hello!
The default fields are localized according to the instance language selected by the system admin in the Global settings. Per user localization is currently unavailable. We have a feature request in our public tracker to add the localization: JT-46046. If this feature matters to you, I encourage you to vote for it.
