Sending attachements in responses

We have users entering tickets through emails - they do NOT have a login into the system. Some of these entered email tickets have attachments, and these attachments do show up correctly in created tickets.

Our issue is - some of our RESPONSES also have attachments and we would like these attachments to be emailed to users as well, when issues are updated.

How do we accomplish that?
