Open issues over time
Is there a way to create a report of weekly number of open issues? we'd like to track this over time and view how many open issues (by project) there are in each week

I'm afraid YouTrack doesn't allow access to issue history - so you can query only issues that are open now. Could you please elaborate a little a bit on the desired report - do you want to see the maximum number of open issues per week? Or do you want to count each issue that was in Open state (at least for a moment) during the week?
We have several predefined timeline reports - please check them out in case one of them will suit you. For example, I believe the Cumulative Flow report may suffice: https://www.jetbrains.com/help/youtrack/standalone/Cumulative-Flow.html. Select "State" in the Type field and check how many issues in each state you had during the selected period of time.
