How to create a task that all can read but nobody can update or delete except owner?

I suggest the following steps:

1) Create a role with Read Issue and Create Issue permissions added.

2) Grant this role to the needed group (or all users) in the corresponding project. Ensure that this group/users do not have any other roles assigned in this project at Projects > project name > Access, as well as roles in the Global project (such roles are applied to all projects on the server). Revoke other the roles if necessary.

After that, all users will be able to read and create issues in a project. Users will be able to edit only their issues. However, even the owners cannot delete issues without the Delete Issue permission, but adding it to a role will allow all users with this role to delete any issue. I recommend adding Delete Issue permission only to admin.

I also want to note that permissions are applied to the whole project, not to separate issues.
