After that, all users will be able to read and create issues in a project. Users will be able to edit only their issues. However, even the owners cannot delete issues without the Delete Issue permission, but adding it to a role will allow all users with this role to delete any issue. I recommend adding Delete Issue permission only to admin.
I also want to note that permissions are applied to the whole project, not to separate issues.
