An administrator can manage users and their permissions in Settings → Users. There you can see the groups the users are part of, their profile settings, manage their roles and permissions. If you mean whether an administrator can access the Youtrack instance under a specific user, then yes, it's possible. You can add credentials to the user's account and use these credentials to log in under this account.
