Project keys remain after project has been deleted.
I was putting together a project to demonstrate Gantt Charts. Along the way I hit a snag, so I deleted the project. I then created a new project using the original name, but it wouldn't let me add the Issue Tracker service, telling me:
"Project is not unique. An entity with the same properties already exists. Edit one or more properties and try again."
I found that by changing the key, I could create a new project. However, the old key persists: when I create a new Issue and open the dropdown to assign the project, I can see the original key from the deleted project and the new key from the current project. This is not desirable, as people may choose the redundant key.

I'm Sergey from the YouTrack team.
It appears as though the project was not removed fully for some reason. As the first step, let's sync data between YouTrack and a service (Hub) where projects are stores. Please proceed to the following page `yourYoutrackURL/admin/ring`. On this page, click the buttons Sync, Export, Invalidate caches, and then Run diagnostics. Then apply quick fixes if there are any.
Then check if the removed project re-appeared in the projects list and remove it fully, or if the reported issue persists.

I am facing the same kind of bug (YT server 2025.2). The provided resolution doesn't work for me.
To reproduce the bug :
As long as you DO create a custom script (OR) update anything in script and then Save, everything is working fine. You can find Workflow, Delete if you want, Create new workflow with same reference.
Any idea how I could clean this situation, beyond the described bug ?

A workflow without rules is not displayed in the list of available Workflows and can't be added to a project. Due to this, if you create a workflow but do not add any rules to it, and then return to the Workflows menu, you do not see the workflow you created. However, the workflow is still available in the list of workflows in the editor. Deleting the workflow from the list in the editor should remove it and allow you to create a new workflow with the same name and title.
Please open the JavaScript editor by either creating a new rule or editing any existing JS workflow. Then, you can find the workflow without a rule and delete it or add the desired rules to it.
If the issue persists even after deleting the workflow from the list in the editor, please let me know, and send a few screenshots to illustrate the case.
