Please check if new work item is added on 'Time Tracking' tab when timer has stopped.If 'No' please check the user permission - it has to have got "Read Work Item", "Update Work Item" permissions.

YouTrack server time you can set on 'settings' page in Administration.I see the new work item is added and the 'Spent time' value is changed to 2h14m as well. Please clarify the problem.

The desired workflow is attached to the issue JT-18128. To use it download .zip file, import on the 'workflows' screen in YouTrack and attach to a needed project.
