А Workflow Editor показывает ошибки?

Попробуйте залить этот воркфлоу, используя Action "Force upload", который доступен в контекстном меню для воркфлоу в дереве воркфлоу.

Попробуйте удалить все воркфлоу из Workflow Editor и выкачать из заново из Ютрека. А после этого залить ваш обратно.Только лучше предврительно сделайте бекап всех нужных воркфлоу.

Приложите, пожалуйста, весь zip архив этого воркфлоу, иначе я не смогу импортировать его в свой WFE и понять, где ошибка.

Try to user becomesReported() instead of !issue.isReported(). Such a way you will be able to fill the fields sequentially.

Do you mean you'd like the comment or the issue reporter not to get notifications? Issue reporter always has access to own issue and get notifications using standard subscription on the saved searc...
