Здравствуйте, В поле Owner Login укажите группу, что же касается токена, то можно использовать персональный, например, одного из членов группы, у которого есть права администрировать репозиторий.

К сожалению, нет. А в чём именно проблема с испоьзованием какого-то ID? Вы ведь не будуте модифицировать issue в правиле.

It's a know issue related to toString representation of the Set, meaining that toString does not return anything meaningful. You can try iterating through the elements printing name of the each one.
